I downloaded both files on http://pdfsharp.codeplex.com/releases, but I can't figure out how to start this up. Isn't it (the downloaded file) an executable program?

Download the ZIP file with the full PDFsharp source from CodePlex. Included you will find the source code of the program along with solutions for Visual Studio 2008 and 2010 that allow you to create the executable for that application.
